Man Phil is so fucked up here. Watch any interview with him within the past year and he's sober you can tell. He seems to be back to his early days in the Pantera home videos, alive and full of energy, funny and witty too.
This must have been a bad time for him.

@butchvito I've got a friend that tells people he's clean all the time...but then when you hang out with him he's all nodding off and speaking slowly and sounds like he's talking through his nose (like phil here) and then you catch him nodding its all "ohh I'm cool just tired shooo..." I wish he'd just be honest about it (phil and my friend) but theres a shame that goes with such abuse I know I've been through it too only I managed to get off heroin its hell it doesn't like to be ignored...

Guys...he is picking his words carefully. Been studying his manner through interviews, this is speaking so he is clearly understood...given the many times he has been misinterpreted. I don't blame him.
