When two newtype minds connect the primary thing that happens is a complete understanding of each other. Newtypes can access Oldtype minds just fine, and it is what gives them such an edge over their normal opponents. Reading their moves before they do them. There's no evidence to imply what scirocco did is only something he can do to newtypes. He just got angry and lost control in his death thros n' wiped Kamille's mind, because he's a powerful newtype. That's all there is to it.
