It means they are retarded. If you see my other videos, espescially "Zack meets Cloud", you'll see that Cloud promises his superior (Zack) that he will try not to pee in his pants. That's very soldier-like. Seems like Zack is taking care of a kindergarden class rather then a bunch army soldiers.
