Ahh my reasoning is the clams has juices to release into the sauce.

Instead of pre streaming the clams add to the boiling mixture MINUS the cornstarch mixture. Once clams pop open add the cornstarch mixture.

This recipe is off the hook excellent.
The idea of pre-steaming the clams is brilliant; keeping the integrity of the sauce that would otherwise be comprised from the additional cooking time if the clams were raw. Great idea! Bravo!!
