Haven't seen Snatch in a while, but as I understand it, Turkish makes fun of Tommy by associating his desire for "protection" with a fear of an enemy of the past. Basically, what "the King of England" is for the stereotype gun-bearing American.
Like Homer once said: "If I didn't have this gun the King of England could just come in here and start pushing you around."
The "zee" is just to emphasize the hilarity of the thought.

Tommy (Stephen Graham) played a minor role in Band of Brothers, which were nearly finished filming by the release of Snatch. The script-writers adressed this joke to his role in the series, a US sergeant.
Anyone else noticed how the drink in his right hand suddenly changes to his left? ;)
