I don't think they are stoned, to me it looks more like they are still super-depressed over Cliff's death and are trying to laugh it away during the interview - I believe that's why their laughs seem so weird and unnatural sometimes.
And Jason's behaviour is easily explained through the fact that he was still very new in the band and needed time to feel comfortable and "part of the gang".
