I remember this cartoon when when it was on WWOR-TV (channel 9) back around 1989 when I was 11 where they showed the redrawn version of "Porky's Pooch".
This is one of two Looney Tunes in which the backgrounds were actually modified black and white photographs. The other one is "Eatin' on the Cuff", also directed by Robert Clampett. The overall look is stunning; I wonder why they didn't continue using the process in subsequent cartoons.

Rover would eventually evolve into Charlie the Dog, IMO one of the underappriciated characters in all of Looney Tunes.
