Pigeons are very agile and fast, but this falcon is clearly in training. Also it is a Saker Falcon which naturally does not hunt pigeon, but ground fur animals and some sky feathers. Peregrine/Shaheen falcon is a dedicated pigeon hunter and would nail that pigeon very quickly.

Pigeons are faster than falcons. I always knew that. Falcons are faster only when they drop toward their prey. In a horizontal flight, the pigeon wins. It has more speed and moves aside suddenly.
