He could do it without the girl but it would but it would be even more obvious without the extra distraction. The girl is a convenient distraction tho explained in the mind by the need for her to hold the cape for effect. There is another upload on youtube of a guy doing a shrunken elvis act like this one and the cape is dragging obviously on floor with him in back.
