To be quite frank, you have to use logic. The nuclear weapons used in WWII were only finished months before the surrender of Japan. BEFORE the nuclear weapons were finished, however, the U.S. continued to develop traditional and chemical weapons as a contingency. These weapons were obviously never used, but were placed into storage for potential usage during the cold war. After their useful "shelf life" had expired, they were slated for disposal, as you see here. Calculated risk, not stupidity.
