No, just no. What about electing two consulars per year and the fact that Rome was a REPUBLIC? They also elected "dictators" during times of emergency, and when the emergency was taken care of, the dictators had to surrender power back to the consulars. Note: this information is a brief summary from the early through middle Republic covering Livy and Polybius.
