Each card is redeemable for one stack of 50 biscuits. There is no cooldown, and you can target other players' pets. When the pet is dismissed, the effect fades.

No, you can redeem another Loot card for another stack as soon as you want, but you only get one stack of biscuits for each Loot card redeemed. This is a new type of Loot card that is consumable but much more common than previous ones. If you buy a box of 24 packs, you will get multiples of this Loot card.
