The railroad crossing at the end of the station operates on a delay. The gates raise once the train arrives at the station and then rises to let cars pass. The conductor turns a key at a key box marked "Highway Control" to activate the gates when the train gets ready to leave.

Most railroad crossings I have seen that are right at a station like this would have the gates down, even if the train is in the station.
