Mao liberally applied torture during his years as a revolutionary. I suppose it's really only to be expected that brutal figures would rise to the top out of the chaos of the warlord years. What separated Mao from generic dictators like Chiang is that Mao had a problem with society, and he was willing to use any means necessary to restructure it to his (unrealistic) vision. So, millions died from political repression, and tens of millions from horrifically bad economic policies.
I agree with you that "Mao was a monster", though I believe he became one over time and, in theory at least, his stated plans for China were far less brutal than those of say Hitler, whose plans for a giant European slave camp to act as a life support system for the Aryan race were always going to be inhumane and abhorrent. Mao did show his true colours in time though as his ego took over and the Orwellian aspects of the HIS Cultural Revolution matched the worst excesses of the Nazis.

More seriously, weighing him up it might be fair to say that his force of personality, charisma, drive to power, ruthlessness, military sensibilities and political ability saw China start to realise itself after which his magalomania overrode all other aspects and led to tyranny and god-like status. All tyrants are heroes to some but still we must say , "Down with all tyrants".
