Coalition airstrikes and insurgent suicide bombings and IEDs cause the bulk of civilian deaths in Afghanistan.

While the Taliban and allied groups are responsible for the majority of civilian casualties, their decisions don't happen in a vacuum. The U.S. is contributing to a dynamic in Afghanistan that is toxic for civilians. If we want to help civilians, we should immediately reduce the level of military conflict in Afghanistan.

That means we need to reduce, not increase, U.S. troop levels in Afghanistan to 'lower the temperature.'
