All over Africa. South Africa at the moment is facing serious issues in labor, because death rates are so high. Infanticide is practiced more in the US than Africa. In most communities it is highly looked down upon. People get beat to death for stealing food stuffs by old grandmothers in the street, much less killing children.

Another example to poorly spent tax dollars; or agenda, is the first executive order in which Obama signed. Which was tax money fro 'family planning' in Africa. The last thing the Africans need it to be coerced out of having Children when their populations are reducing. Eugenics for a black man from a black man, the crimes are already starting off with weight.
