I may have only played with Ness 10 times in my whole life on Melee so Honestly I wouldn't know personally. However I've fought plenty of Nesses and they appeared to grab the edge just fine on Melee.
What do you mean? That's how No ASL works. On the way up, the characters won't grab the ledge until the UpB is just about done. If they're still in UpB animation as they pass the ledge, they'll need to wait until the UpB is done before they can grab the ledge.
That's what happens with Ness and Lucas.

Incorrect. In Melee, Ness's PKT2 would sweetspot the ledge on the way down (regardless of how far you had gone). I'm pretty sure it was the same way in 64 as well.
If you do it downward, they'll grab the ledge if they reach the end of the PKT2 before they pass the ledge. If you PKT2 just above the edge and blast down, well, they'll expectantly blow past the ledge and keep going...
This behaviour makes sense to me, really, and it's also what was done in the two previous Smash games.

You're right. So I went back and did more tests.
With the No ASL code on, you can still sweetspot on your way down with any character that has a directional UpB.
But there's a catch. In order to do so, you must be holding up on the control stick as you pass the ledge.
So it's not too hard to pull off with Ness and Lucas. It's pretty difficult to pull off as Pikachu, though.

If they just reach it, they'll grab it as soon as they reach the apex of the PKT2.
