Tornadoes are rated based on the severity of damage they cause; wind speed is later estimated, or in some cases, observed during the tornado. For example, if a tornado with 250mph winds (EF5 strength) only goes through fields of nothing and causes no structural damage, it will be rated an EF0. Likewise, if a tornado has only 190mph winds (EF4 strength) yet causes damage equivalent to an EF5, it will be rated an EF5 even though wind speeds weren't quite EF5 strength.
