This speech is not on Kashmir. This speech was made over draft resolutions by the Security Council for cessation of hostilities in East Pakistan. Bhutto's speech was made after the USSR pushed for the resolution favoring independence of East Pakistan/Bangladesh. But given that Dhaka had already fallen, East Pakistan would have been independent, with or without the Security Council. Bhutto's measure was done to save face and nothing more. This has NOTHING to do with Kashmir. Please correct this!
