In this clip from 'The Senate Speaks,' Senators McCain, Brownback, Kennedy and Graham, gather in 2006 to debate a comprehensive immigration bill. Senator Graham makes a statement on the bill, and the reluctance in his party to accept reform.

"Under the McCain-Kennedy approach, you've got to pay a $1,000 fine, get a background check, work for 6 years, learn English, and pay back taxes," Senator Graham comments.

"That probably excludes half of my family."
