A lot of people do not understand how powerful Rukia actually is, and she would probably be a lieutenant had Byakuya not have held her back like he did, because of his promise to his wife...
Her San no Mai is a legitimate technique meant to reforge the blade with the purest of ice. She unleashed this technique. Byakuya can't fight all of her battles (like he did in the first movie)
