The censors let all kinds of crazy stuff through in those days (like the entire "H.R. Pufnstuf" and "Lidsville" series which were one long giant drug joke). But I think this got past the censors because they show a little baby cat posing in a diaper and back then, baby nudity was considered OK and even cute. Now it would be considered pedophile city.

@SuperCartiel Well to be fair, I know standards have moved on, but the song isn't very explicit. It IMPLIES nudity through the lyrics, but doesn't really contain anything other than you'd find in any other cartoon :P. Trippy backgrounds though XD.

@SuperCartiel The censors at ABC were probably on the same drugs as a goodly amount of people in the late-1960s into the 1970s. Then again, censors were never really smart, so it's very arbitrary.
