@floatingkid It was a common gag for Weetabix that whoever ate Weetabix could overcome anything--much like Popeye's spinach. So in this case, Elmer realized he couldn't win because Bugs ate his Weetabix.
There's a better example where Robin Hood retreats because the sheriff of Notingham had his Weetabix.
