what the hell is a emulator

they're programs that allow you to play GBA, SNES, and N64 (and other consoles that I'm too lazy to list) games on your pc.

what is the program

There are a lot of emulators out there, but for GBA the Visual Boy Advance seems to be the best one. Go to google and search 'visual boy advance' and its homepage should come up in the results, that's for playing GBA games (then search for GBA ROM's which are basically the games, get them, then just open them from the emulator). for SNES games I would recommend SNES9x (do the same as GBA, but with SNES games.) and Project 64 is the best one for N64 games, though good N64 ROMs are harder to find.

how do you get it

It's a matter of first being able to get hacks onto your Wii, and second being able to put the textures in the right place on an SD card with the hacks that enable them. There are a couple of guides on YouTube of how to get the textures.
