Wow...I can't believe it Chip and Dale! It was my favourite TV series when I was 9 years old! Yayy...

It is a 1980s cartoon. If the show premiered in 1989, it's still from the 1980s, regardless if the majority of the show was made in the 1990s.

The Simpsons is a good example. Many of it's best moments and episodes are from the 1990s, but it got it's start in the late 1980s. Thus, it is from the 1980s.
