actually it is, but the hardware to do that is unavailable.
you just need a sound card that cab handle at least 1 megahertz frequencies

The mechanical video signal is in the audio frequency range. It is not possible to convert a NTSC or composite video signal into audio, the loss of video content will disable a proper video reproduction.

I have filmed with a digital camera, converted the AVI video file into a 32 line audio file of video content with the PC and feed the Nipkow disk tv set with this audio signal.
