United Nations, New York, 5 August 2009 - The Security Council this morning is holding an open debate on UN peacekeeping operations, which began with a discussion of the non-paper issued last month by the Departments for Peacekeeping Operations and Field Services on the challenges that peacekeeping faces.
In the light of the manifold increase in peacekeeping operations, the complexity and robustness of their mandates and the insecurity of the environments in which they take place, in-depth reflection is required, with a view to improving their preparation, planning, monitoring and evaluation.
The President of the Security Council and Permanent Representative of the United Kingdom, H.E. John Sawers, made some preliminary remarks at the opening of the Security Council debate.
France and the United Kingdom have launched in February 2009 a collaborative process, with the aim of achieving a first set of concrete results by August 2009, on the issue of effective strategic oversight on the basis of a first series of proposals contained in the non-paper (S/2009/112).
