This version is a somewhat racist variety song by the Finnish humor pop group Hullujussi from the seventies. It's funny because of the clever and at times nonsensical rhymes but the lyrics are actually about colonial lord who sings about the joys of his favorite African country. It literally says "Bingo bango bongo, I love Congo. I went to see the negroes in Africa. They were dark and black and spoke umma gumma, I didn't understand it at all".

Haha I have no idea what this song is or where it came from, but something that would appear to be an original version of the song (or a retro styled version) is in the Fallout 3 soundtrack; it plays on Galaxy News Radio.
