first of all, the word is "where," not "were," and you oversimplify an extremely complicated issue. We can't look at success in terms of states, because each state's numbers will be different depending on smaller budgetary actions and such. We must look at a more global standpoint. Consumer spending is up, consumer confidence is up, unemployment, though growing, is still growing at a slower rate than it had been, and these components lead most credible economists to say that the worst is over.

obama's stimulus bill actually primed the pump for various areas of the country's economy to begin moving forward again. Though it hasn't succeeded everywhere, it has given some noticeable progress.
