@Bingstock Safety reasons. I would assume it's easier to break into a building with multiple entrances than a cave with few secured entrances. And lots of documents and govt buildings are there, so they need it to be as secure as possible. From bad guys, like theft, terrorist, etc. Well, that's my idea why.
