Any advice on how to repair a fence of this type. I need to replace broken dowels.

It's knid of difficult, but quite possible. you need to remove one, and loosen 3 posts for each section you repair. Think of it as making a "V" the allows you the slack to replace the poles. Once replaced you need to carefully re-square and tamp down the loose poles. Hope that helps.
