I have a budgie named Gabriel and if you want my oppinion budgies are bloody loopy!! =-P I love her to bits even though she can get very noisy and she keeps flying around chirping her head off and trying to find tis "other" bird she can hear lol.

That toy's very common. Lots of them out there. Some are more feeble, some are tougher, some have metal or plastic bells inside. :)
I have both... I had bought another one for her oldest son but it was a way cheaper one and it dismantled near instantly... So now they just kick the balls around.

Oh yeh she's almost 4 years old and she does that head bobbing thing a lot too lol. That noise Bud made at the beginning like a screech does that mean they're angry or what? Gabby dioes it a lot but i'm confused because it's often accompanied with the head bobbing thing lol.

She makes the "angry noises" because she's a girl. :P Girl budgies do it more often while they sing.... Even when they're hyper happy.
Boys do it too but much less. They usually keep it for when they are mad. It's usually some sort of objection. There's also the dolphin-like sound, that's when they're REALLY angry. But they don't use it while they sing.

I wish Gabby would stand on my finger but she seems very dominant and territorial sadly but i really wish she'd just chill out but i guess it'll take time. Sometimes she comes out of her shell and will land on my shoulder but them times are few =-(

Yea, at 4 years she's starting to be old to teach her new tricks but it's still not impossible. You can always try the trick where you push your finger across her chest or close to her legs to force her to lose her balance and climb on your finger but it doesn't always work. My girl learned pretty fast that she can just crouch on the perch and stop me from doing it. In fact, whenever she doesn't want to climb on my finger she does that and tries to chew on me.
Territorial females are normal...
