I think that is an extremely valid point..It seems like a shame that we are literally junking tons of operational vehicles. I understand in many cases the vehicle is truly a clunker...but in other cases I have seen some cars ready to be junked from the program that people without a car would kill to drive. Also, in light of the whole environmentally friendly kick I can't imagine how much crap is ending up in our landfills from this program...I think your idea of retrofitting the cars is great

Can't we fix them up and make them burn clean and give them to people around the world? Send them as is and let them learn to work on them.
