Liberal MP Mark Holland discusses how Question Period works, while referring to actual questions he posed to the government concerning the so-called "In and Out" scandal, which involved the Conservative national campaign transferring over a million dollars to local campaigns during the last federal election that it then demanded back so that it could get around Elections Canada rules and purchase more advertising than was legally permitted.
