Rep. Manzullo Speaks in Support of Repealing the "3% Withholding Rule"

Rep. Manzullo spoke in support of repealing the "3% withholding rule" on the floor of the House. The bill would repeal this burdensome law to the benefit of farmers and those who sell goods and services to the government at all levels. Because the President agrees that this is an onerous requirement, this is a common-sense, bipartisan step that Congress and the President can take right away to promote economic growth and job creation.
