When the history of this country is written, on 17th day of November 2009 will be remembered as yet another day when Kenyans were given a golden chance to enact a new constitution. It will be recorded as the day when a draft of draft constitutions was unveiled in the long and torturous search for a new constitutional dispensation in Kenya. Simply stated, it will be marked as the day when the hopes for a new constitution were raised afresh, either to be realized or to be dashed. And that decision is for you to make as a Kenyan. For today, the committee of experts on the constitution review has done its bit by unveiling the eagerly awaited harmonized draft constitution. Indeed it's the duty of every Kenyan to read and understand the contents of the draft constitution and their implications before jumping to any conclusions because, after all, it is only a working draft that is subject to amendments. As always, we here at Citizen TV will endeavor to deliver and say it as it is to enable you to make informed decisions. And so we begin tonight by focusing on some of the key highlights of the harmonized constitution that was unveiled today at the KICC.
Let's not fool each other - in its current form the President is ceremonial, they keep denying it but can't point to one article in the draft that shows the President exercising executive authority in the same manner as the PM. If Kenyans want a PM style of govt, that's fine, lets just scrap the position of a President who just presides over ceremonies and only acts on issues when given directions by PM or Parliament!
