the victory column was built between 1864 and 1873 and is a symbol for the foundation of germany. of course hitler used the colum for his propaganda (just as he did with so many other aspects of the german culture). but the colum is no symbol for the 3. reich or hitler....

PRUSSIANS BUILT THIS VICTORY COLUMN, I am a proud Prussian, it was made in recognition of Prussia's (leading German state) victory over Denmark in the Danish Prussian war, and by the time it was finally finished the Prussians had beat the Austrians and French in their own respective wars. The Victory column was built in 1864, long before Hitler was born (1889), Hitler later changed the position of the column, but that's it..

I've never heard of any Germans being offended by the column, or French.. just Fox News =/
