A number of possible reasons. If you look at the Metro map, you would see that Metro Center is almost directly in the center of Washington, DC. Either that or it could be that its where they began construction of the Metro rails.

Red, Blue and Orange lines meet at Metro Center, but Green and Yellow lines dont.

If you look at a map you will see that green and yellow do not pas through and the red line does.

1994? That was way back before they ordered the CAF cars, Rehabilited the Breda Cars, and ordered the Alstom cars. As of today, they needed the newer cars for the extension of lines resulting new stations constructed. I love the future that Metro is facing.
