I think you don't have to prewash paper, as it then tends to absorb the developer slower. but with Ektacolor could be different...
that cyan/green was indeed due to expired paper, but also to underexposure and wrong filter settings. infact, cyan filter should never be used as it is handled by exposure

Did you ever manage to figure out what was causing the colour tinting?

We certainly did! A combination of the wrong filter settings on the dichroic head and (more importantly) expired paper.
RA-4 paper is naturally tinted slightly blue/green before processing but the stuff we were trying to print on was VERY blue/green.
With the same Ektacolor chemicals and new Fuji Crystal Archive paper I am now getting some lovely results! I must get around to making a new video to show the process working now...
