CIA acted ON ITS OWN to subvert the designs of the Administration. Eisenhower wanted to deescalate Cold War and realize that in a reduction of taxation. CIA wanted to murder off the planet, seize natural resources, and have an excuse to demand tons & tons of taxes.

@centurion180ad So lets see: CIA which is "total crime", loads its best spy plane with a fake hunk-of-junk camera and a binary fuel(most likely you refering a bipropelland type of fuel for rocket engines), per order of president Eisenhower(who BTW micromanage U-2 overflights himself) let some crooked bastard(G Powers) try to overfly Soviet airspace and get away with it, but CIA loads bad fuel, and U-2 goes down, so CIA can't use U-2 anymore, but instead taxes the Hell out of slaves. Great Story!

Notice that the camera that his particular U2 was carrying when it was shot down was a hunk-of-junk, not the ultra-shithot variant that eventually went up into orbit by rocket. CIA /knew/ that bird was going down.

@3DBlockBuster Eisenhower and the Administration wanted a deescalation, a reduction in war armaments race, and an eventual security guarantee treaty with a high power summit in just a few months. They had the operational control through formal channels.
CIA and the insane crooks that eventually blew JFK's head off, did the U2 sabotage to guarantee a hostile environment going into the immediate future.

@centurion180ad Oh, BTW a camera that was captured by Soviets was with "self incremenating" material of Powers overflight, including Cheliabinsk plutonium facility, photo material was developed and presented as an evedence on Gary Power's trail in Moscow ;)
