The united states says it views the climate change summit in cancun as a chance to reach a deal on limiting greenhouse gas emissions.
but non-governmental organizations say the u-s is actually slowing the momentum toward an agreement.
specifically when it comes to the issue of measurment, reporting and verification, or m-r-v.
tim gore is with oxfam, a confederation of independent organizations from 14 countries around the world.
gore says at issue is the method in which m-r-v's are collected.
he says developing nations want domestic control over their m-r-v's while the u-s wants international oversight.
gore says while the u-s is holding firm on its position, other developed countries such as china and india are embracing compromise.
afghani delegate doctor abas basir says it's important that developing countries get the necessary focus from the climate change talks.

doctor basir says financial commitments from the u-s are a good start, but he says the country needs to do more to help motivate an agreement.


for it's part, the u-s says it is committed to making progress on climate change.

but u-s special envoy for climate change todd stern says the draft agreement currently being considered is not yet adequate.

stern says while it shows progress, the draft does nothing to address the issue of transparency in how the results are reported.


stern says the u-s remains willing to support a green fund, which will act as a international bank account to help developing countries meet the obligations of climate change policies.

however, stern says the u-s will only agree to a green fund that is established precisely according to the provisions of the un framework convention on climate change.
