About the 'true' way to get them; Couldn't you just have a Pokemon use Thief on them? That way, you would get the item without catching the Pokemon.

But then you don't have the pokémon who evolve in magmortar or electivire.
Unless you already have one and you only need the item then that is also an idea.

When you put fire-red in your DS only then you can encounter elekid in Vally windworks.
But there is a 5% change the elekid has the electirizer as a item.
