No Michaels overacted because HBK was supposed to lose 1 match then supposed to win the 2nd match.

Just before they were supposed to do the 1st match Hogan pulled a Hogan and pulled out the 2nd match (probably because he didn't wanna lose)

Because of This, HBK was taking the piss out of Hogan and his ego by overselling everything.
