And now we have a really weird guy in our midst...the mad scientist Mayuri Kurotsuchi. Apparently he's committed numerous atrocities in the name of his research, but is kept around and not only remains entirely beyond reproach for these actions, but is even vital to most of the Soul Society's activities. I believe that's what some would call a "Karma Houdini," folks...and there's a decidedly divided opinion among viewers, because you're either required to hate him or love him.
Personally, I find him fascinating to watch...but I like the weirdest things. I believe my three favorite captains (in no particular order, shifting preference depending on how I feel) are Mayuri Kurotsuchi, Kenpachi Zaraki, and Retsu Unohana. I have to figure there's some weird imbalance deep within me that each of the three seem to embody...perhaps they each speak to my ego, id, and super-ego respectively.
Anyway the guy is a real hoot to listen to in both languages, I'm extremely impressed with the fact that his English voice is such a faithful adaptation.
As a fighter, he's actually not very overpowering, but he's got some pretty nice tools for success under that interesting hat of his. I don't really want to know what the biological orange blobs are that he throws are, but they're apparently highly explosive. I absolutely love his extensomatic arm, although if the opponent sidesteps even slightly, it's probably going to miss. And then there are some odd glowing orbs that he spreads around while retreating that can make for a good escape maneuver.
One side-effect that remains intact for his sword, the creepy fork-like implement with an "evil baby's face," Ashisogi Jizo, is the ability to paralyze those it cuts (but without affecting their pain-receptors) which will take effect every time you land an up Critical attack.
Captain Kurotsuchi's bankai, Konjiki Ashisogi Jizo, is a gigantic...uh...caterpillar with the same face as appears on Ashisogi Jizo, with a giant halo around its head that spews deadly poisons to which Mayuri himself is immune. If that weren't bad enough, the "giant caterpillar" is also bulky enough to simply trample its enemies. With the exception of its charge attack, most of the bankai special moves are actually difficult to successfully execute, requiring proper spacing and timing.
I have to take this opportunity to say that I very much prefer this outfit to the one Mayuri switches to later on in the series...fashion is a fickle thing for mad scientists.
Incidentally, his opponent, Kisuke Urahara is the former captain of Squad 12 and the founder of the Soul Society's research institute, both of which Mayuri Kurotsuchi is now the head. Kisuke's alternate costume was by far the most painful to unlock...only available after you have unlocked and purchased every single other item from his shop. I just find it funny to have both of them wearing their individual takes on the same exact uniform.

@RachelKuchiki1 You have to unlock and purchase everything else (art, alternate costumes, and Voice 2 data) in the Urahara Shop, then the final item will become available, Kisuke's alternate costume.

@RachelKuchiki1 For most characters, this means winning a certain number of fights as them, and others require that you replay Episode Mode after unlocking them.
Basically, if you don't have a character's Voice 2 data available and it's not in the Urahara Shop, play Arcade as them (this counts towards matches won as that character) a couple times and then clear each Episode again if you're still missing some Voice 2.
This way, you'll also earn enough money to buy them as they become available.
