To be fair, I'm pretty sure that he meant change from Bush, not Clinton. Plus, Bill Clinton was only one of two Democratic Presidents in the past 30 years. So it only makes sense that a lot of his appointees come from that administration.
In addition, I think that some people could argue that respect from other countries IS in the best interest of this country. After all, it's hard to get anything done around the world if nobody else is willing to help.
