Suchitra Sen, this coming from one who ignored her in infinite stupidity (but I was young), was a phenomenon in Bengal, thanks to serendipitous pairing with Uttam Kumar. They formed a sexy, anachronistic and irreverent pair with terrific chemistry ushering in the golden days of Bengali romantic movies. I would argue she did not succeed in Bombay because she did not find the right counterpart.
