Just like Batman created Joker, the cops create gang members via their enforcement of the "war on drugs". The cops make sure these black markets thrive so they can get a cut too. The "Good" "honest" cops out there cover for the 90% of corrupt cop machines that are out there.

@speedskate2010 Civil liberties exist in tension with the law. Squeeze civil liberties too hard and the population rebels ala prohibition of alcohol. Gangs operate because there are legitimate reasons for some to exist and it isn't desirable to ban all collectives. What is the difference between a church group and a gang in legal terms? What happened to Nicola was a tragedy .. I side with the law in every case.

@speedskate2010 The law works and there are gangs. Perhaps the law could work better. Perhaps parents could be more responsible. Perhaps unhappy experiences could be outlawed. The law is better than places without law. The law is better than places with too much law. Can you name a better place, where law is more effective?
