Not really a deleted scene, more like just deleted dialogue. Deleted scene would imply this entire scene in the waffle house was deleted.

the only part that's deleted is the bit where Robert talks about "observing".
The majority of this clip is in fact in the film.
It's not a deleted scene per se, just an extended version of a scene in the film.
