Chapel Hill's "voter owned elections" program is attracting candidates for the fall election. In 2009, the university town became North Carolina's first municipality to offer city council and mayoral candidates an alternative from the endless fundraising high dollar campaigns. Candidates may qualify for a public grant after raising small dollar donations from a set number of voters.
As the cost of local elections continues to rise, Chapel Hill's Mayor Mark Kleinschmidt believes the voter owned elections program is vital to keep the citizens involved in local elections.
