That move is not banned i Competed with it (i'm eleven) and i won first place for uneven bars and it doesn't hurt that much but it does take a lot of strength!!

It's banned because the FIG (Federation Internationale de Gymnastique), determined that standing or sitting on the high bar was too dangerous and decided to outlaw it.
